T‌h‌e s‌t‌u‌d‌i‌e‌s s‌h‌o‌w t‌h‌a‌t t‌h‌e e‌s‌t‌a‌b‌l‌i‌s‌h‌m‌e‌n‌t o‌f t‌h‌i‌s n‌a‌t‌i‌v‌e m‌o‌d‌e‌l i‌n t‌h‌e g‌o‌v‌e‌r‌n‌i‌n‌g t‌e‌l‌e‌c‌o‌m‌m‌u‌n‌i‌c‌a‌t‌i‌o‌n‌s b‌a‌c‌k‌b‌o‌n‌e n‌e‌t‌w‌o‌r‌k o‌f I‌r‌a‌n h‌a‌s l‌e‌d t‌o a‌n i‌m‌p‌r‌o‌v‌e‌m‌e‌n‌t i‌n t‌h‌e q‌u‌a‌l‌i‌t‌y o‌f s‌e‌r‌v‌i‌c‌e‌s i‌n t‌h‌i‌s i‌n‌d‌u‌s‌t‌r‌y. به‌منظور تحقق سیاست‌های کلان کشور در بخش ارتباطات و فنّاوری اطلاعات، وجود یک شرکت حاکمیتی به‌عنوان شبکه‌ی مادر مخابراتی ضروری است. هدف از این تحقیق بررسی و شناسایی معیارهای ارتقای کیفیت خدمات این شبکه است. با اضافه کردن معیارهای امنیت و خطرپذیری و معیارهای حاکمیتی و اقتصادی به آخرین ویرایش مدل تعالی بنیاد کیفیت اروپا، پس از اعتبارسنجی و صحه‌گذاری، مدل توسعه یافته‌ی جدید به‌عنوان مدل مدیریت کیفیت و تعالی شبکه‌ی مادر مخابراتی ایران طرح‌ریزی و بومی‌سازی شد. در این پژوهش برای دست‌یابی به بالاترین سطح قابلیت اطمینان و انسجام درونی هر معیار، گویه‌های مربوط به معیارهای جدید بر اساس نظرسنجی خبرگان در چندین مرحله و با استفاده از رویکرد تحلیل عاملی دسته‌بندی و تحلیل شد. بررسی‌ها حاکی از آن است که استقرار این مدل در شبکه‌ی حاکمیتی مادر مخابراتی ایران، منجر به ارتقای سطح کیفیت خدمات این صنعت شده است. https://sjie.journals.sharif.edu/article_21888_4e1c697c58ace2a05144ff1ed5e65528.pdf
