The effect of Health, Safety and Environment Management Systems (HSE-MS) on the organizations and performance of HSE have different dimensions. This issue causes the difference of system performance under different work conditions and the appearance of a \"productivity paradox\". So, each organization should have the ability of measuring the effect of HSE-MS performance on the various work dimensions of itself. HSE-MS systems are defined, planned and deployed with several features. The organization has to choose the most effective model and invest in it. In this research, a Balanced Scorecard (BSC) is used as a proper tool in order to evaluate different organizations performances. In order to specify the effect of HSE-MS systems on each of the BSCs mentioned aspects, a polyhedral network is used. This network is the basis of the development of a rule oriented fuzzy expert system and, by using this, the effect of each project on organization performance indices can be specified. The output of this can be one of the most important inputs of organizations for making a decision.
