طراحی مدل پویای استوار تصادفی برای مکان یابی و تخصیص شبکه خدمات سلامت با ظرفیت محدود و در شرایط اختلال

چکیده

در پژوهش حاضر، یک مدل برنامه ریزی پویای استوار تصادفی برای مکان یابی و تخصیص شبکه خدمات سلامت با ظرفیت محدود و شرایط اختلال توسعه داده شده است تا علاوه بر در نظر گرفتن شرایط واقعی در طراحی از جمله اختلال، ظرفیت محدود و پویایی، با کاهش هزینه ‌های احداث بیمارستان و هزینه ‌هایی مانند حمل و نقل و خدمت رسانی به بیماران، هزینه کل کاهش یابد. تعریف ظرفیت محدود برای بیمارستان ها نشان داد که شبکه خدمات سلامت در شرایط اختلال نیاز به باز تعریف تعداد لایه های مختلف این شبکه دارد. برای حل مدل توسعه داده شده از دو روش فراابتکاری الگوریتم ژنتیک با مرتب سازی نامغلوب و الگوریتم ازدحام ذرات استفاده شده است. مقایسه نتایج حاصل از الگوریتم های فوق با جواب های دقیق، کارایی الگوریتم های فوق را نشان داد.

To design an efficient health care network, it is important to consider several key issues, including the hierarchical structure of the health care system, geographic access, the minimum population needed to provide facilities, different categories of uncertainty related to parameters, traffic, different service strategies, and Costs are considered based on patient urgency, quality of service, and risk of unexpected events.It should be noted that in developing countries, high-level hospitals treat only certain patients. Thus, this hierarchical distribution structure is for studies in which a high-level facility can provide services from a low-level facility and at least one additional service.The rest of this article is organized as follows: In the second part, the literature related to the design of health services network are reviewed. The third section is dedicated to defining the problem and explaining the assumptions of the problem. The proposed mathematical planning model for the problem defined in Section IV is presented. The fifth section is devoted to explaining the proposed solution methods including genetic algorithms with faulty sorting and particle swarming. This section also compares the results of the above algorithms and compares them with the exact answers obtained. Finally, in the sixth section, a summary of the research results and some areas of future research are discussed.In the locating of hospitals, several points including the population of the area under the covering, transportation costs and physical distance among hospitals are very important. In the present study, a stochastic robust dynamic mathematical model forlocation and allocation of health network regarding limited capacity and and disturbance is developed which tries to reduce the total costs by reducing hospitals costs and costs such as transportation and service to patients and including the real features of a real problem such as limited capacity. Regarding limited capacity for hospitals revealed that health network needs redefinition of different layars for the network in the disturbance situation. To solve the model, two metaheuristic algorithms including Non-dominated Sorting Genetic Algorithm II (NSGAII) and PSO are applied. The results showed the applicability of the model for large size problems.
